Release notes.

Every amendment to the VQS Specification, what changed and why. Versioning follows clause 5: a change to the parameter set is a MAJOR increment, recalibration of thresholds or weights is a MINOR increment, and editorial corrections that do not change a score are a PATCH. Pre-publication amendments are folded into v1.0; increments begin at publication.

Accuracy amendment. Corrections to clauses whose stated method did not match what the canonical runner measures, plus removal of assertions the calibration data does not support. No parameter was added or removed and no breakpoint was retuned, so scores computed under the previous text remain valid.

VALUES PUBLISHED WITH THE CANONICAL RUNNER, INCLUDING CATEGORY AND PARAMETER WEIGHTS, THE m100 AND m0 BREAKPOINTS AND THE AGREEMENT TOLERANCES, ARE VERSIONED SEPARATELY FROM THIS DOCUMENT. A CHANGE TO THOSE VALUES IS A MINOR INCREMENT UNDER CLAUSE 5.2 AND WILL APPEAR HERE.
